AVIXA's visual acuity formula puts that distance at about 45 feet for a 4 mm display, so close viewers see pixels unless the pitch is finer.

Sometimes. A display facing out through a window can count as a sign under local code. Spokane, Washington, for example, states that illuminated signs placed in windows are subject to its sign regulations in residential zones. Ask your city before you mount a bright display facing the street.
A window display also competes with daylight on the glass. Ask for the display's rated brightness in nits and whether it dims automatically, so it reads at noon without glaring at night.
